Let a model settle the queued entity pairs
Asks a model about every pair the lexical rules could not settle, folding the ones it is confident about and leaving the rest queued. One call per pair, so it is never a side effect of anything else.
This is the same work the llm_entities reconcile pass does. Refused with 403 when
RECONCILE_ENABLED=0, because it spends money.

The owner this request acts for. Applies to every owner-scoped endpoint, reads as well
as writes. Omit it and the daemon's own default owner answers (see GET /health), which
is what a single-owner install has always used. A value that is not a uuid is refused
with 400 rather than coerced.
